Two Years of ReLeaf: Meet the Owners Behind Williamstown’s Mom & Pop Dispensary

Since opening shop in 2024, ReLeaf Cannabis has become THE recreational dispensary in Williamstown, NJ, in two years. And when you pull up to ReLeaf, go through our shelves and pull up to the counter, take a closer look at who’s helping you at the counter. There’s a good chance it’s one of the owners.

This Halloween, join us in celebrating ReLeaf as it turns two and learning the story of the three people who built it.

How ReLeaf Got Its Start

ReLeaf Cannabis opened in fall 2024 at 1024 South Black Horse Pike in Williamstown. The mission since inception was to provide a “holistic, wellness-focused approach to recreational cannabis” and making the store welcoming for newcomers and experienced shoppers alike.

In a market where more and more NJ dispensaries are corporate chains, ReLeaf is a local/minority owned “Mom & Pop” dispensary, where the pulse of the neighborhood beats the strongest.

ReLeaf Cannabis was founded by three childhood friends — Luis Figueiredo, Co-Owner; Britney Bailey, Co-Owner and CFO; and Xavier Joyner, Co-Owner and COO. The trio grew up together and shared the goal of building something of their own.

Each founder brought a different strength to the business: Luis focuses on business development, strategy, and community relationships; Britney brings financial management, organization, and fiscal oversight; and Xavier specializes in day-to-day operations, team leadership, and the customer experience.

When New Jersey legalized adult-use cannabis, they saw an opportunity to combine those strengths to create an independent, locally owned dispensary. That vision led them to open ReLeaf in Williamstown on October 23, 2024. As ReLeaf approaches its two-year anniversary on October 23, 2026, the founders remain committed to being more than just a dispensary—supporting local events and organizations, educating the community, creating local jobs, and building lasting relationships with the people they serve.

For Luis, Britney, and Xavier, ReLeaf is a business built by friends, rooted in Williamstown, and committed to growing alongside the community that has supported them.

Surprise! Your Budtender Might Be the Owner

If you’ve been to dispensary chains or larger dispensaries, you usually expect to see employees manning the counter. At ReLeaf, that’s not really the case. Luis, Britney, and Xavier work the floor as budtenders most days, and many customers don’t even realize they’ve been getting product recommendations straight from the owners.

It might seem like a small, quirky detail, but we’ve designed our dispensary to be like a sponge, and this is a part of it. How?

When customers come back to the store for another purchase and provide clear and honest feedback on the recommendation, the owners hear your feedback firsthand and take it into consideration when picking the menu. At ReLeaf, education, no-stress experiences, safe access, and responsible use are driving forces for our entire operation, and working the counter firsthand allows us to learn from customers.

Meet the Owners

Luis Figueiredo

Luis Figueiredo’s background is in healthcare, where he worked as a registered nurse and travel emergency room nurse, including during the COVID-19 pandemic. The intensity and burnout of working through that period pushed him to consider a different path and pursue something he could build for himself. The idea for ReLeaf began taking shape after Luis visited a dispensary in Massachusetts and became fascinated by the emerging legal cannabis industry. That experience, combined with his healthcare background and belief in cannabis education and responsible use, inspired him to pursue the lengthy licensing process and ultimately help create ReLeaf.

One short quote about the past two years at ReLeaf

The last two years taught us that building something from the ground up takes more than a good idea—it takes resilience, sacrifice, and the willingness to keep going when things get hard.

Britney Bailey

Britney spent the last decade working as a nurse, including on the front lines throughout the Covid-19 pandemic. Her career in nursing instilled in her a deep sense of compassion, resilience, and a commitment to helping others. After years of dedicating herself to patient care, Britney felt ready to pursue a new challenge and build something of her own. As New Jersey’s recreational cannabis industry began to take shape, she recognized an opportunity to combine her entrepreneurial ambitions with her passion for helping people. For Britney, co-founding ReLeaf was an opportunity to create something meaningful, promote responsible cannabis use, and continue making a positive impact on her community in an entirely new way.

One short quote about the past two years

We weren’t handed a blueprint for success. We had to figure it out, make mistakes, adapt, and keep pushing. Two years later, we’re still learning, still growing, and still hungry.

Xavier Joyner

Xavier’s experience spans Health and Physical Education, having worked as an athletic coach. He has also worked for the United States Postal Service. Xavier took a leap of faith and joined hands with his friends to open a dispensary and stepped into the cannabis industry and never looked back.

Having worked with lots of people across jobs and industries, Xavier was a natural fit for taking ownership of day-to-day operations, team leadership, and customer experience at ReLeaf.

Two Years of Growing With Williamstown

Over the last two years in Williamstown, we’ve grown and hit a few milestones we’re proud of. Some of them include:

NECANN 5-Star Dispensary Award

NECANN’s Dispensary Awards recognize the best cannabis retailers in New England for providing the best experience, atmosphere, product selection, branding, value, compliance, and customer engagement. ReLeaf Cannabis was the recipient of NECANN’s 5-Star Dispensary award in 2025, an elusive distinction that we’re very proud of!

Brand meet-and-greets and product demos (e.g., The Growfather appearances)

Organizing and participating in ReLeaf’s brand meet-and-greets has been a fulfilling and wonderful experience, where brand owners, dispensaries, customers, and cannabis aficionados all come under the same roof to spread love, knowledge, and fun experiences with one another!

The launch of the ReLeaf Loyalty Program

We launched ReLeaf’s Loyalty Program to offer customers a more tailored experience and give back to the community in terms of rewards, deals, and promos.

ReLeaf’s loyalty program offers 4 points for every $1 spent. Points are added to your tally if you purchase any products at our dispensary or online store, and can be redeemed once you reach 400 points. When you redeem 400 points, you receive a $5 reward. 1000 points gives you $15, 2000 points gives you $30, and at 3000 points, it’s $60. You can redeem these points in-store for any product from our lineup!

Discounts for veterans, first responders, teachers, seniors, and medical patients

As a locally-owned dispensary, we can’t think of a better way to serve the community than by offering discounts for the people who need them the most: veterans, first responders, teachers, seniors, and medical patients.

We’d like to extend our thanks to the local community for supporting us since day one. We’d also like to specifically shout out shoppers who come to our New Jersey dispensary to buy cannabis products and shop our specials from nearby towns like Hammonton, Winslow, and Vineland. We see you and appreciate you!

Two Years Down. The Best Is Still Ahead.

After two years of a crazy, fun-filled, stressful but absolutely “worth it” experience, the three owners of ReLeaf Cannabis, Luis, Britney, and Xavier, can only offer gratitude and a heartfelt thank-you for supporting our dispensary. Your support has kept us going through long days and nights, and we’re so glad to share our love and knowledge about cannabis and cannabis wellness with you!
